Future-Ready GMPs: PHILCAMSAT leads discussions on evolving maritime education

On March 10, 2025, PHILCAMSAT hosted a pivotal learning session on Human Element, Training, and Watchkeeping (HTW), led by C/E Alfredo G. Haboc, QA and Program Director of PHILCAMSAT and Senior Adviser for Shipping Education Business.

Drawing from his experience as a member of the Philippine delegation to the IMO HTW 11 sessions in London (February 10-14, 2025), C/E Haboc shared key insights on the evolving landscape of maritime education and training. His discussion focused on the impact of new technologies and alternative fuels on training requirements, underscoring the need for continuous adaptation in the maritime sector.

The session began with a review of current Standards of Training, Certification, and Watchkeeping (STCW) requirements, followed by in-depth discussions on:

  • The integration of new technologies in maritime education and training
  • Handling requirements for alternative fuels
  • Updates and necessary revisions to IMO Model Courses

C/E Haboc emphasized the urgent need to update critical IMO Model Courses to align with industry advancements. Among those identified for revision were:

  • GMDSS Certifications: IMO Model Courses 1.25 (General Operator’s Certificate) and 1.26 (Restricted Operator’s Certificate)
  • Maritime Security Training: IMO Model Courses 3.20 (Company Security Officer), 3.21 (Port Facility Security Officer), and 3.23 (Anti-Piracy Measures)
  • Fishing Vessel Operations: IMO Model Courses 7.05 (Skipper), 7.06 (Officer in Charge of a Navigational Watch), and 7.07 (Chief Engineer and Second Engineer)
  • Safety & Navigation: IMO Model Courses 1.27 (ECDIS Operations) and 1.33 (Safety of Fishing Operations)

This learning session reinforced the critical role of maritime education in preparing seafarers for industry shifts. By embracing innovation, fostering collaboration, and adapting training frameworks, the sector can ensure its workforce remains skilled, adaptable, and future-ready.
