PHILCAMSAT, in partnership with Global Marine Group, successfully conducted the pilot run of the Promotional Assessment for Ratings to 4th Engineer on September 21–22, 2026.

The OIC Engine Competency Assessment is specifically structured to evaluate the technical knowledge, leadership potential, and operational readiness of Engine Ratings being evaluated for promotion to 4th Engineer officer-level responsibilities.

Comprehensive Evaluation via Engine Room Simulation

Utilizing a state-of-the-art Engine Room Simulator System, the assessment benchmarks candidates against international STCW standards through three core evaluation phases:

  1. Theoretical Examination: Testing core engineering principles, vessel systems, and safety protocols.
  2. Practical Simulation: Evaluating real-time practical skills, emergency response, and situational awareness under simulated operational conditions.
  3. Oral Assessment: Verifying clear communication abilities, technical logic, and decision-making capabilities.

Supporting Seafarer Career Progression

The successful pilot run provided valuable operational insights to refine the evaluation framework, reinforcing the role of standardized, competency-based assessments in seafarer career advancement.

By combining simulation technology with rigorous industry criteria, PHILCAMSAT continues to advance maritime competence, supporting shipping partners in building structured, merit-based officer promotion pipelines for the engine department.
